The NY golf association has a summer long event called the amateur series which I play in multiple events and they instituted the max 9 rule this year. It has seemed to make a slight difference in speeding up play, but I think course difficulty is really the determining factor in managing pace of play. And yes, if you make a 9 it is probably taking you out of contention anyway.
