I am not Scott but I can tell you the answer will be no. The number of golfers in each flight is established based on a set number of players to best accommodate two flights playing a single course, regardless of tee times or shotgun, trying to accommodate extra players within a flight is only going to skew the numbers for each flight.

If your friend were allowe3d to do that someone would get bumped up into a higher flight based upon space.
