Looking for POC for skins in flight 17 and 21 and where to find APP

hopefully organizer will post here for skins in flight 17 also 21 (checking that for a friend) With tee times it is easier to get it all settled before arriving
Also, when will app be active? And where can we find it

I am running skins in flight 16 & 17. I will be at the course at least 30 minutes before the start of the round to collect from anyone wanting to participate.
